Emerging development plans
City Plan Part One Review
A review of the City Plan focussing on the strategic policies in City Plan Part One has commenced. The first stage of public consultation on Issues & Options is expected in Spring 2024.
Minerals and Waste matters are dealt with jointly by East Sussex County Council, South Downs National Park Authority and Brighton & Hove County Council. The authorities are reviewing some of the policies in the 2013 adopted Waste and Minerals Local Plan

Hove Station Neighbourhood Plan
The Hove Station Neighbourhood Plan will be taken to Full Council to be formally ‘made’ on 28 March 2024 ‘. A referendum on the neighbourhood plan was held on 9 February 2024. 93% of eligible local voters voted ‘yes’. The neighbourhood plan now forms part of the city’s planning policies, alongside the City Plan.
The Rottingdean Parish Neighbourhood Plan will be taken to Full Council to be formally ‘made’ on 28 March 2024. A referendum on the neighbourhood plan was held on 9 February 2024. 89% of eligible local voters voted ‘yes’. The neighbourhood plan now forms part of the city’s planning policies, alongside the City Plan.
The City Plan Part Two was adopted 20 October 2022.
The role of the City Plan Part 2 is to support the implementation and delivery of City Plan Part 1 to:
build on the strategic policy framework set out in the adopted City Plan Part One
identify and allocate additional development sites
set out a detailed policy framework to assist in the determination of planning applications
The City Plan Part Two is accompanied by CPP2 Implementation and Monitoring Targets which sets out the monitoring indicators and targets and identifies how policies in the Plan will be implemented.

On adoption the policies in City Plan Part 2 replaces the remaining ‘saved’ policies from the 2005 Brighton & Hove Local Plan. These are listed in Appendix 5 of the City Plan Part Two.
We have also produced an interactive Adopted Policies Map (October 2022). You can zoom in and around a map of the city to see what adopted plan policies affect where.

use the plus and minus buttons on the left hand side to zoom in and out and use the mouse to move around the map
use the search bar on the left hand side to search for your address or local area
by clicking an area, a pop up box will bring up the policies at that site. Where there are multiple policies, use the arrow button in the pop up box to scroll through the policies
under the search bar on the left hand side, the second button brings up the map key and the first button allows you to turn map layers on and off
The Shoreham Harbour Joint Area Action Plan (JAAP) was formally adopted by Brighton & Hove City Council on 24 October 2019. It replaces the Shoreham Harbour Interim Planning Guidance, Western Harbour Arm Development Brief and South Portslade and Aldrington Basin Development Brief. The plan forms part of the development plan for Brighton & Hove alongside the City Plan Part 1 and Waste and Minerals Plans.
